Restart Grants

On 3 March 2021, Government announced the introduction of grant support for non-essential retail, hospitality, accommodation, leisure, personal care and gym businesses in England. This support will take the form of a one-off grant funding scheme in Financial Year 2021-2022. The scheme is called the Restart Grant.

Under the Restart Grant scheme, Local Authorities will receive funding to be allocated in one-off grants to businesses. Grants of up to £6000 will be paid to non-essential retail business premises, to help them reopen safely. Grants of up to £18,000 will be allocated to hospitality, accommodation, leisure, presonal care and gym business premises, which may open later under plans set out in the roadmap and will be more impacted by restrictions when they do reopen. The Restart Grant scheme supports businesses that are predominately reliant on delivering in-preson services for the general public in the aforementioned sectors.

This form is provided to capture the information required by the council to verify and make the payment of these grants.

You will need to have your Business Rates account reference and the name of the business as it appears on your recent bill. We will ask for some summary business information. Payments will be made by BACS to your business account.

Qualifying Businesses

The government has set out the following qualifying criteria for the award of the Restart Grants. Eligible recipients will recieve one grant per business property, called a hereditament.

Restart Grants for non-essential retail

The Restart Grant will support non-essential retail premises with one-off grants up to £6000 in Strand One of the Restart Grants. The following thresholds apply for these businesses:

Businesses occupying hereditaments appearing on the local rating list with a rateable value of exactly £15,000 or under on the 1 April 2021 will receive a payment of £2,667.

Businesses occupying hereditaments appearing on the local rating list with a rateable value over £15,000 and less than £51,000 on the 1 April 2021 will receive a payment of £4,000.

Businesses occupying hereditaments appearing on the local rating list with a rateable value of exactly £51,000 or above on the 1 April 2021 will receive a payment of £6,000.

Restart Grants for hospitality, accommodation, leisure, personal care and gym business premises

The Restart Grant will support hospitality, accommodation, leisure, personal care and gym business premises with one-off grants up to £18,000 in Strand Two of the Restart Grants. The following thresholds apply for these businesses:

Businesses occupying hereditaments appearing on the local rating list with a rateable value of exactly £15,000 or under on the 1 April 2021 will receive a payment of £8,000.

Businesses occupying hereditaments appearing on the local rating list with a rateable value over £15,000 and less than £51,000 on the 1 April 2021 will receive a payment of £12,000.

Businesses occupying hereditaments appearing on the local rating list with a rateable value of exactly £51,000 or above on the 1 April 2021 will receive a payment of £18,000.

Please note:

You will only be able to complete this form if you have received an email or letter from Harlow Council telling you that you are entitled to the grant. If you have not received a letter or email and believe you should be entitled to the grant, please email business.rates@harlow.gov.uk detailing why you believe you are eligible and we will respond in due course.

The form works best when completed on a PC or Laptop.

Please ensure you follow the steps below when completing the form:

  • Please enter the post code as it appears on the letter or email you have received, even if this is different from the post code you usually use
  • If your letter or email contains a Title, First Name and Last Name, please select that you are an individual
  • Please enter your name exactly as it appears on your letter or email
  • If your letter or email does not contain a Title, First Name and Last Name, please select that you are an organisation.
  • Please enter your name or your company's name exactly as it appears on your letter or email. If your letter lists your company name as "Ltd", please do not enter "Limited"
  • If you are asked to provide bank details, please enter the sort code as 123456 and not 12-34-56
  • If you are completing the form on a phone or tablet, please ensure you enter the business post code and any letters in your reference number in the same case as in your letter. Otherwise you may get an error saying that your property is not eligible for the grant.
  • Once you have completed the form. Please do not close the windows until you have received confirmation that your form has been submitted and you have received your reference number. Closing the window early may result in us not receiving your form and a delay in you receiving your grant.
